Testimony Needed to Support HB 497 – Elimination of Third Grade Reading Guarantee, and HB 583—Substitute Flexibility

House Bill (HB) 497 – Elimination of Student Retention Under the Third Grade Reading Guarantee

HB 497 would eliminate student retention under the Third Grade Reading Guarantee. A summary of the bill can be found here. For the full text of the bill, click here.

Proponent testimony for HB 497 will be heard before the House Primary and Secondary Education Committee on Tuesday, May 10 at 4:00 p.m. in Room 122 at the Statehouse.

If you would like to testify in support of HB 497, your testimony and a witness slip (found here) must be submitted to Primary&SecondaryEducationCommittee@ohiohouse.gov no later than 4:00 p.m. this coming Monday, May 9.

House Bill (HB) 583—Substitute Flexibility

Also up for testimony next week is HB 583—Substitute Flexibility. HB 583 has passed the House, thanks to the efforts of our members. Testimony will now take place before the Senate Primary and Secondary Education Committee on Wednesday, May 11 at 2:00 p.m. in the South Hearing Room.   

The bill is permissive, allowing a school district to employ a substitute teacher according to its own education requirements until June 30, 2024. The bill provides the same substitute flexibility that districts have had these past two school years. See a summary of the bill here and the full text of the legislation here.   

The continued testimony of our members is important to keep HB 583 moving forward and to ensure that it is law before the 2022-23 school year begins.
