HB 583 – Educator Licenses – Substitute Teachers

By Katie Johnson posted 03-18-2022 12:39 PM

House Bill (HB) 583 would extend substitute flexibility through June of 2025. The current substitute flexibility from Senate Bill 1 applies only to the current 2021-2022 school year. The bill is permissive, allowing local school boards to determine the educational requirements of substitute teachers who are teaching five or fewer consecutive days in a classroom. The bill had its second hearing on March 8th in the House Primary and Secondary Education Committee. Our joint proponent testimony for HB 583 is available here.

Thank you to the school district leaders who testified in support of this bill, including Strongsville City Schools, Maumee City Schools, Fort Frye Local Schools, Riverside Local Schools, Madison Local Schools, Centerburg Local Schools, Upper Scioto Valley Local Schools, Washington Local Schools, and Whitehall City Schools. Please continue the outreach to your legislators in support of HB 583.
