Estimated $3 Billion in Additional Funds Next Biennium; Send a Letter Requesting These Funds be Used to Fund the Fair School Funding Plan

By Katie Johnson posted 06-21-2021 10:18 AM

Last week, the Kim Murnieks, Director of the Office of Budget and Management (OBM), provided testimony to the House Bill (HB) 110 Conference Committee. During her testimony, the Director provided updated revenues forecasts for the next biennium, with an additional $1.7 billion forecasted for FY 2022 and an additional $1.6 billion forecasted for FY 2023. Director Murnieks’ testimony can be found here.

This is welcomed news considering that the Fair School Funding Plan, as incorporated in the House-passed version of HB 110, includes a phase-in over the next six years. However, in light of OBM’s updated projections of over $3 billion for the next biennium, the state is well positioned to accelerate that phase-in and fully implement the Fair School Funding Plan this biennium.

The Executive Directors of our associations sent a letter to Speaker Cupp, President Huffman and the members of the HB 110 Conference Committee requesting that these additional funds be allocated to fund the Fair School Funding Plan so that our school districts can adequately serve the 1.7 million students of Ohio.

Please consider sending a similar request from your district. Click here for a template letter. We have provided the contact information for the HB 110 Conference Committee members, as well as Speaker Cupp and President Huffman, below.

We will continue to provide members updates. Thank you for your engagement throughout the budget process. If you have not already done so, please take time to do the following:

  1. Speak with Legislators. Please contact your House and Senate members as soon as possible. It is important that they hear from all of the school districts in their region. We have developed talking points and essential questions for you to use when communicating with your legislators. Click here for those talking points. Senate contact information can be found here. House contact information can be found here.

The Senate District Leadership Teams are also working to schedule follow-up meetings with Senators. These same talking points can be used for reference during your Senate District Meeting.

  2. Send Letter to Speaker Cupp. Send a letter to Speaker Cupp thanking him for his unwavering commitment and years of dedication to craft a fair, equitable and adequate approach to school funding for Ohio’s children. Speaker Cupp needs to know he is supported by our members as he fights for the Fair School Funding Formula in the conference committee. Click here for a template letter.
