House Bill (HB) 1, which would enact sweeping changes to property taxation and income tax rates could have a significant negative impact on traditional public schools and local governments. However, many questions remain about how it would be implemented, including whether HB 920 would apply. It appears the intent of the bill is to provide a large income tax cut, especially to top earners, through establishing a 2.75% flat tax. This tax would be made possible by significantly restructuring the current property tax system. These changes would likely result in a significant reduction in property tax collections that fund school districts and local governments.
