HB 140 Advances to Governor

The Senate today passed House Bill (HB) 140 by a vote of 22-10. Since the Senate made no changes to the House bill, a House concurrence vote will not take place, which means the bill now heads to Gov. Mike DeWine.

The Senate vote on HB 140 was preceded in the day by a third hearing and party-line vote on the bill in the Senate Ways and Means Committee, during which our associations and other local government associations provided opposition testimony. You can see our testimony here. No questions were asked by committee members.

We will update members in the coming days about strategies to urge Gov. DeWine to veto the legislation, especially since he line-item vetoed the very same language in 2019 when it was included in HB 166, state budget bill for the fiscal year 2020 and 2021 biennium.
