Early Care and Education Rules and the Integrated Classroom: District Input Needed!

The Ohio Educational Service Center Association (OESCA) has been reviewing newly enacted rules for preschool special education integrated classrooms and the resulting effects these programs around the state are experiencing. The administrative rules regarding the ratio for students with disabilities to typical student peers (known as the 50/50 rule) have changed and the effects on preschool programs are now being realized throughout the state. OESCA is finding that the new rules have the potential to increase the cost of preschool special education programs significantly.

OESCA hosted a webinar to discuss the integrated classroom rules affecting Ohio’s preschools. This webinar assists with understanding the issue and asks districts reach out to district early childhood education programs to discuss the issue and gauge the impact of the new rules. Click here to view a recording.
 
As is often the case with the implementation of new public policy, the effect of the rule changes are just now being realized. In an effort to inform conversations with ODE leadership, staff, and other state policy makers, OESCA is requesting that ESCs work with their member districts where appropriate to share the important information provided here, and to help and encourage them to complete a related survey. 
 
The webinar walks participants through an informative PowerPoint presentation developed to explain the recent changes to the state’s definition for the Integrated Classroom model (and the corresponding licensure rules). Included is an audio presentation that goes along with the PPT. The presentation video can be played here.

At the end of the PPT is a link to a survey aimed at gathering the data OESCA needs to determine if changes to the administrative rules for preschool are needed, and if so, to aid in developing a proposal for change. OESCA is requesting the survey be completed by close of business on March 7.
 
The goal of the survey is to gain a better understanding of the rule implementation and the impact on education delivery and associated service models. The survey is at the end of the PPT but can also be accessed by clicking here.
