Update from Senate Session – HB 126, SB 166

House Bill (HB) 126 – Board of Revisions Process

As expected, the Senate voted 24-7 to pass House Bill (HB) 126, as amended by the Senate Ways and Means Committee. You can listen to floor speeches by clicking here.

Senators Brenner, Cirino, S. Huffman, Johnson, Lang, McColley, Roegner, and Schaffer asked to have their names added to the title of the bill.

HB 126 will now go back to the House for a concurrence vote, which will occur when they are back in session in January. The Houses’ first scheduled session is January 19. Please contact your legislators in the House and urge them no to concur. Click here for contact information. Personalize your communication to your House Representative, but it is important to note that:

  1. Boards of Education are locally elected officials who deserve the right to protect the interests of the communities they serve and to ensure all taxpayers are treated fairly;
  2. Your district has used the Board of Revision process in good faith; provide examples;
  3. All school districts rely on property taxes for the operation and support of their students and schools, and they should have the ability to advocate for accurate values on which those revenues are based.

 

Senate Bill (SB) 166 – Career-Technical Education

The Senate voted to concur with the House change to SB 166, which will be sent to Gov. DeWine for signature. The bill:

  • Establishes the student pathways for career success grant programs;
  • Requires the state to create a program that establishes financial incentives for Ohio businesses to provide work-based learning experiences for students enrolled in career-technical education programs;
  • Permits career-technical schools to use remote or digital learning;
  • Allows students, including those attending career technical schools, to use a driver’s education course towards graduation requirements; and
  • Requires joint vocational school districts to be included in revenue-sharing agreements from a community reinvestment area agreement.
