House Bill 751 is being considered for inclusion into HB 38, a bill pending in the Senate Insurance and Financial Institutions Committee. HB 38 is scheduled for a vote and possible amendments at a 9:00 a.m. committee hearing tomorrow morning. Please contact the members on this Senate committee immediately and ask that they not accept the amendments to HB 38.
HB 751 has been drafted as an amendment to HB 38, incorporating a portion of the provisions originally introduced in House Bill 751 (see e-Alert from last week). These amendments would provide a reduced property valuation for tax year 2020, 2021, and 2022 for eligible individuals as a result of the COVID-19 pandemic.
Passage of this measure will result in the loss of local revenue for school districts and a shift in the tax burden onto other property owners. These losses are likely to be in the millions.\
Please contact the members of the Senate Insurance and Financial Institutions Committee and ask that they vote no on the amendments and allow for the provisions of HB 38 and HB 751 to be vetted through the democratic process with hearings and feedback from interested parties. HB 751 was introduced at the end of August and received two hearings—sponsor testimony on Nov. 10 and proponent testimony on Dec. 3—before being introduced as an amendment to HB 38.
